Webhooks

Hosted signed webhooks use the platform retry and outbox conventions. Event names include rfq.published, rfq.revised, rfq.closed, rfq.cancelled, quote.submitted, quote.withdrawn, clarification.created, rfq.selected, and rfq.selection_rescinded. Payloads carry stable event ids, actor, scope, revision ids, and a timestamp. They do not carry private bodies, prices, or file URLs.
