Comparison and selection

Buyers may view submitted quotes as they arrive. This is not sealed tendering. Comparison aligns quotes on stable line ids and shows coverage, known amount, lead time, staleness, expiry, and partial or alternative flags. Missing or unknown charges are not treated as zero.

Selection is allowed only when the RFQ is closed. It targets one current submitted revision. There is no per-line split award. Rescind returns the RFQ to closed and never claims to reverse host-side financial actions.
